The Strategic Process for the Universities of Excellence Funding Line

Only universities that receive approval for at least two Clusters of Excellence are eligible to submit a proposal for the university-wide “Universities of Excellence” funding line. The decision on funding for Clusters of Excellence, and thus on the University of Freiburg’s eligibility for the second funding line, will be made in September 2018.

The university-wide strategic process will initially form the basis for the university’s next structural and development plan for the years 2019 to 2023. Baden-Württemberg’s universities are required by the State Higher Education Act to submit these plans to the Ministry of Science, Research, and the Arts every five years. If the University of Freiburg is also invited to submit a proposal in the Universities of Excellence funding line, it will develop its proposal for the Excellence competition on the solid basis of this structural and development plan.

The close link between preparation for the competition and renewal of the structural and development plan serves to ensure that the university’s work on the Excellence strategy is not just focused on short-term success in the federal and state government competition but that it will lead in any case to an institution-wide strategic development with long-term viability.

As part of this institution-wide strategic process, the University of Freiburg has formed seven working groups, each managed by a member of the Rectorate, dedicated to the following key performance dimensions at the university:

1. Research (Prof. Dr. Gunther Neuhaus)

2. Teaching / Continuing Education (Prof. Dr. Juliane Besters-Dilger)

3. Innovation / Transfer (Prof. Dr. Margit Zacharias)

4. Human Resources Development (Prof. Dr. Dr. h.c. Hans-Jochen Schiewer / Dr. Matthias Schenek)

5. Networking / Internationalization (Prof. Dr. Dr. h.c. Hans-Jochen Schiewer)

6. Gender / Diversity (Prof. Dr. Gisela Riescher)

7. Management / Finances (Dr. Matthias Schenek)

Composed of experts from various status groups and academic departments at the university, the working groups serve as open think tanks that support the Rectorate in generating innovative ideas and building on existing concepts. They identify key spheres of activity and targets for further development at the university on the basis of an analysis of strengths and weaknesses and prepare measures for their implementation.

The results of the working groups are discussed regularly in the Rectorate, Senate, and University Council and communicated to the faculties via strategic meetings.
